Somebody on the minecraft earth sub claims to have done it. They said they just used an android app called nfc tools to clone the minis they had bought, I think that would suggest they're not encrypted / don't need to be hacked (I don't know much about this sort of thing, that's just my understanding). They said that the tool also told them what kind of nfc chip it was using. They didn't share any of the specifics though, other than to say that the app didn't let them export the data, only read and write it.

They are NTAG213 same as Hotwheels ID which is also from mattel.

You can easily readout the entire tag and clone it. The NDEF
contains a URL and a Signature.

    The security is server based.

For example, you can only use a certain figure to boost a certain
ability for 15 minutes on a specific Minecraft Earth xbox live account.

Each time you scan, it checks the server if the 15 minutes is up.

If the 15 minutes is still not done, then you cannot use the same
nfc figure on another Minecraft Earth xbox live account.

There’s a video that shows this in action:

So sharing dumps is not a good idea if you are the original
    owner of the figure.

That actually seems like a genius way of tackling DRM for something like this. They probably understand that all the NFC toys are hacked in some way, so rather than building some key system they just have numerous codes that unlock things server side. Like a game key.

The only thing to really do would be to dump a ton of them and possibly make a key generator, but even then you might end up redeeming at the same time as others. There would have to be so many dumps, I doubt the community with as small as it is could take this on at least for a while... plus there would have to be a ton actually bought in the first place.

I watched the video but I didn't see any part that showed the behavior you described. I saw that the boost in the video lasted for 15 minutes, I heard him mention that there was a 24 hour cooldown for the mini for that account, but no mention about "passing it to a friend" to let them scan it on another account.
